The simulation will only work for browser and OS which can run the googleearth plugin : see here if you meet the criteria.
Basically, you need to be on MS-Windows or Mac and have a 'recent' version of a 'popular' browser (Internet Explorer, Firefox, Chrome, Safari...)
At first time you will play, you will be asked to install the googleearth plugin from google company.
Say 'Ok' if you are Ok with the idea, and follow the download/install instructions.
Of course, the sim can only be played with a working internet connection, as landscape is loaded from google servers.
